3 Consulate units are not the same as their European counterparts.  The proto file tags Consulate Unit, Consulate Unit Colonial, Consulate Siege Fortress, and Consulate Siege Industrial determine the minimum age the unit can spawn and how the unit auto-upgrades.  However, a unit may be classified as one of the above tags, but not available unit Imperial Age due to the shipment requirements at the Consulate.  This is independent of the auto upgrade capability and the units would have those stats if available in those ages.
